摘要
完善农村土地流转机制是农村经济发展的重要保证,促进农村土地承包经营权的合理流转已成为当前完善和发展农村家庭联产承包经营制度的一项重要措施。通过对安徽省部分市、县土地流转情况进行调研,就土地流转中涉及的政策法规体系、消除农村土地的直接社会保障功能为农村土地流转创造宽松的外部环境、土地流转所应当遵循的原则、建立和健全土地流转管理机制和市场服务机制、规范土地流转行为等问题进行了较系统的探讨,提出了自己的看法和建议。
It is an important guarantee for rural economic development to improve the rural land transfer mechanism. Promoting the rational transfer of land management rights has become an important measure for developing the household contract management system. By studying the rural land circulation in some cities and counties of Anhui province, this paper explores the following issues and provides our views and suggestions on howto address these issues. The issues studied in this paper include the policies and regulations involved in the circulation system; how to eliminate the direct security function of rural lands, therefore create a healthy environment for rural land circulation; the principles that need to be followed in rural land circulation; how to establish and improve rural land transfer management mechanisms and market service system; and how to regulate land transfer conducts.
