摘要
农村土地承包经营权流转问题是转变农业增产方式、推进农村土地整理复垦工作、统筹发展城乡经济面临的主要问题,也是当前各界关注的"三农"焦点问题之一。2006年后,随着国家全面取消农业税和实施多项农业补贴等惠农政策,农村土地流转在流转主体、流转规模及流转方式上发生了新的变化,也出现了一些新的问题。本文基于对安徽省两市、五县七个乡镇的实地调查,对当前农村土地承包经营权流转中存在的新问题进行归纳分析,并就完善土地承包经营权流转工作进行理论探讨。
In the processes of converting the growth mode in agricultural production, promoting rural land consolidation and reclamation, and reducing the gap between urban and rural economy, the transfer system of contract operation rights of land was one of major problems in issues of agriculture, farms and rural area. After 2006, accompanied with the abolishment of the agricultural taxation and the implementa- tion of the various agricultural subsidies in China, new changes took place in transfers of rural land, such as subjects of transfer, scales of transfer, modes of transfer, and some new problems arose in this process. Based on the field investigation among seven villages and towns of two cities and five counties in Anhui province, this paper summarized the existing questions on the transfer system of contract operation rights of land, and theoretically discussed how to improve the transfer system.
