摘要
房地产行业的发展需要同步推进商品房市场的发展和住房保障体系的建设。我国房地产业发展出现困境的主要原因主要在于没有明确房屋的商品性和社会性的双重性质,没有厘清政府在住房保障建设和商品房市场调控中的不同功能和作用。要从完善住房保障体系、改进调控方式、改革土地供应制度、构建合理有效的分权制约机制等方面提高政府管理房地产行业的能力,推动房地产业健康发展。
Development of real estate requires us to promote commercial houses market and housing security system simultaneously. For a long time, we are not clear about the duality of housing and the different roles of government in housing security system and commercial houses market, which result in the dilemma of real estate. Government should improve management to promote real estate development through perfecting housing security system, improving regulation means, reforming land supply system, eonstrncting rational and effective decentralization.
