摘要
我国国土资源"十二五"规划目前正处于前期研究阶段,国土资源规划不是原有的土地利用规划和矿产资源规划的简单组合,对于我们来说还是一个新的尝试。结合以往国土资源相关规划的实施情况,未来国土资源规划实施运行机制应包括规划协调机制、行政协调机制、重大工程实施保障机制、规划实施裁量责任机制、国土资源的调查统计和监测机制、公众参与机制等内容。
The paper focuses on the implementation and operating mechanism for land resource planning in the future. Be based on the implementation situation of the past related land resources planning,the paper introduces the future mechanisms should include planning coordinated mechanism,administrative coordinated mechanism,mechanism for the implementation and protection of major projects,responsibility mechanism for planning implementation and discretion,mechanisms for land resources survey and monitoring,and mechanism for public participation.
