摘要
通过对区域节能减排的发展状况分析,结合区域节能减排的2大特征,对区域节能减排失败项目进行判别,并在节能减排的已有金融资源的基础上,提出对区域节能减排失败项目的金融资源再利用措施,为提高我国节能减排水平和金融资源利用效率提供借鉴。
In this paper,we analyze the development of the regional energy-saving emission reduction,combined with its two major characteristics,discriminate the failure of the regional energy-saving emission reduction projects,and based on the existed financial resources,put forward for measures which about the reuse financial resources of failed projects.It provides reference to improve China＇s energy-saving emission reduction level and efficiency of financial resources.
