摘要
在市场经济条件下,建立、完善社会保障体系对于风险抵御、社会安定、经济发展有着非常重要的作用。政府作为社会保障责任主体,保证社会保障这一公共物品的充分供给是政府义不容辞的责任。本文以市场经济为背景,结合中国农村社会保障体系的建设,阐述了市场经济、社会保障和政府责任之间的关系,探讨了政府在社会保障中负有的责任,分析了社会保障中存在的主要问题及其成因,提出了政府建立、完善社会保障体系的对策建议。
In the market economy, to establish and perfect the social security system has an allimportant role in risk resistance, so cial stability and economic development. As the responsibility body of social security, ensuring such kind of public goods to be adequately supplied is the obligatory responsibility of government. Backing on the market economy and combining with the construction of China＇ rural social security system, this paper describes the relationship of market economy, social security and government responsibility. It also introduces the responsibility that the government must take for the social security, and analyses the main problems and their causes in social security. Finally, in allusion to these problems, some countermeasures are put forward for government to establish and perfect its social security.
