摘要
农民工作为目前我国劳动力市场中的弱势群体,也是最低工资制度的重点保障对象。本文以江苏省的调研数据为例,分别从月工资和小时工资的视角对该制度在农民工就业中的落实情况进行了测算。研究发现:如果按照国家《劳动法》、《最低工资规定》中关于最低工资构成、法定劳动时间、加班工资支付等具体条款的要求,那么仅有39.82%的农民工工资高于当地的最低工资标准。基于Probit模型的计量检验显示,文化程度和技能水平相对较低,在住宿、餐饮和娱乐业以及制造业中就业的农民工,其工资低于最低工资标准的可能性将显著增加;而最低工资制度在外资、合资企业中的落实情况显著地好于其他所有制单位。文章最后提出了相关的政策建议。
Migrant workers are the vulnerable groups in labor market in China, also are the important objects of minimum wage regulation. In this paper, we estimate it＇s implementation in migrant workers from monthly salary and hourly wage perspective basing on microdata form Jiangsu Province. It is found that： according to the ＂Labor Law＂ and ＂Minimum Wage Agreement ＂ about the minimum wage composition and the payment to overtime working, then only 39. 82 percent of the migrant workers are higher than the local minimum wage standards. The Probit model shows ： the wage of migrant workers would be significant lower than the local minimum wage standards if they have low level of education and skill levels, and employment in the accommodation, catering and entertainment in- dustries as well as manufacturing, while the minimum wage regulation has been carried in the foreign capital and joint ventures better than the other ownership units significantly. The article concludes with relevant policy recom- mendations.
