摘要
目的:了解全国重点联系城市社区卫生服务政策实施现状。方法:对2007年启动的29个重点联系城市及2008年新增的7个城市,共193个辖区进行问卷调查。结果:与2007年相比,2008年各项主要社区卫生服务政策实施率均有不同程度的增长,社区卫生服务政策试点范围和实施力度明显加大;东部城市各项社区卫生服务政策实施率高于中、西部;体现社区卫生服务公益性的政策实施率偏低。结论:内涵建设成为重点联系城市社区卫生服务工作的主体,不同地区政策落实程度存在差异,部分城市政府对社区卫生服务的支持力度有待加强。
Objective： To investigate the implementation of community health service policies in the key contact cities. Methods： The questionnaire survey was conducted in 29 cities which started the experiment in 2007 and other 7 additional cities in 2008, which including a total of 193 districts. Results： Compared with 2007, the im- plementation rate of major community health service policies grew in varying degrees in 2008, the pilot areas had spread and the extent had been markedly intensified. The implementation rate of eastern city was higher than in the middle and west. Some policies which reflects commonweal had lower implementation rates. Conclusions： Improving community health services quality has become the main task of the key contact cities. The implementations of policies are varied in different regions. Some city governments should strengthen their supports for community health services.
