摘要
在全球科技一体化的大环境下,高校成为双边、多边、官方、民间等多种国际科技合作的主体,虽然在多层次、多渠道、全方位国际科技合作格局中发挥了重要的作用,并为国家的科技发展作出了积极贡献,但还存在经费投入不足、合作质量不高、自主性差、重视不够、管理不力等不容忽视的问题。文章针对这些问题,提出了应加大国际科技合作的投入强度;整合优势学科,突出重点,提高合作层次;提高重视程度,加强管理,切实提高中国在国际科技合作中的地位等对策建议。
Under circumstance of globalization, universities and colleges have become main units in international cooperation of science ＆ technology, bilateral or multilateral, between governments or private. They have taken a important role in international cooperation of science ＆ technology at all level and made great contribution to development of national science and technology. Problems in international scientific and technological cooperation of Colleges and Universities were analyzed in the paper, i.e., shortage of funds, low level, seldom of independence, not enough of attention, and not enough of management. Based on the analysis, countermeasures were put forward, which including enhancing the proportion of the fund for international scientific and technological cooperation, integrating advantageous subjects, laying stress on key subjects and raising level of cooperation, paying more attention to this work and strengthening management to raise position of China in such cooperation.
