摘要
针对目前我国科技合作研究中存在的“有名无实”、“有求于人”和“利人损己”等问题，从经费投入、管理与评估、知识产权保护和自主创新意识三方面分析了限制我国开展高水平、实质性国际合作交流的主要原因，提出了通过抓科学投入、规范实施、地位平等和互利双赢四个关键环节（原则）真正实现我国国际科技合作研究水平提升的建议。
The restriction factors in organizing the high-level and substantiality international cooperation were analyzed in this paper from investments, managements, evaluation, intellectual property right protection and independent innovation in previous titular, unequal and injured international cooperations. The effctive principles were suggested to promote the international cooperation level in china, such as insisting the reasonable investments, standardized managemet, equal status and mutual benefis.
