摘要
在城乡一体化过程中,由于经济结构转换,人口大规模流动,流动人口犯罪问题引起广泛关注。根据对流动人口犯罪原因和特征的分析,我们应在城乡一体化的背景下对"广义的刑事政策"予以调适:破除户籍制度障碍,营造"公平"的社会环境;对流动人口犯罪案件的处理应考虑与宽严相济刑事政策的协调;加强教育、培训,切实保障流动人口的合法权益;完善社会治安综合治理,建立新型犯罪防控体系。
Because of conversion of economic structure and Large - scale movement of population, Floating population crime has received extensive attention in the process of urban - rural integration. According to analysis of the reasons and features for Floating population crime,we should adjust＂ broad criminal policy＂ in the context of urbanrural integration. It is the adjust measures that getting rid of the system of obstacles, creating the fair social environment, considering coordination of Kuanyan Phase of Criminal Policy, strengthening education, training and effectively safeguarding the legitimate rights and interests of Floating population,improving the comprehensive management of social security, establishing a new type of crime prevention and control systern.
