摘要
对城乡一体化理论、概念及其形成背景作了讨论,对我国一些地方实施城乡一体化的结果作了实地考察,在此基础上根据若干文献资料对我国一些地方实施城乡一体化的实践作了评价。并得出结论:从制度、机制角度提出的城乡一体化,在实践中发生了概念性误偏,畸变成了物质环境布局的一体化,结果未能收到预定成效,反而影响了地方的可持续发展。最后,提出了实施我国城乡一体化的若干公共政策建议。
We discussed the idea of the integral whole of town and country (short in 'IWT&C'). This paper Comparatived some theory about 'IWT&C',analysed the background the truth connotation and of the idel of 'IWT&C',and point out that the idel of 'IWT&C'is in the categroy of institution not in layout in industry and the using of land, and point out that there are tow kinds of wrong implements of the idel of 'IWT&C'in China, the one is in the field of industry layout, the other is in the filed of adminstration in city and country. Penman saw about some region of guangdong province witch put 'IWT&C'in practice, then give the judge of the practice of 'IWT&C'in China. Penman thought the idea of 'IWT&C'was put in angle of system and mechanism in fountain, but witch in China has been changed into the direction of the layout in industry and the using of land, witch contrary to the direction of the fountainhead so it is no contionuance of development. In the end this paper put on some suggstions for public pulicy of Chinese 'IWT&C'.
