摘要
利用科技部提供的地区科技进步监测数据,对苏、浙、沪、皖四省市的科技投入状况进行比较分析。分析发现,经济发达的苏、浙、沪地区科技投入的指标值都明显高于与之毗邻的经济发展水平相对落后的安徽省,因此,要提高安徽省区域科技创新能力,就要增加科技投入。通过加大政府科技财力投入、建立科技投入激励机制和保障机制以及大力培养与引进科技人才等措施,进一步提高安徽科技进步水平,缩小其与江苏、浙江和上海之间的差距。
In this paper, author makes a comparative analysis on the status of scientific and technological investment about Jiangsu, Zhejiang, Shanghai and Anhui provinces and cities by the scientific and technological progress monitoring data that is provided by the Ministry of Science and Technology. This paper puts forward that the indicator values of scientific and technological input in the economically developed Jiangsu, Zhejiang and Shanghai were significantly higher than Anhui. So to improve the regional scientific and technological innovation capacity in Anhui Province, it is necessary to increase scientific and technological input. Through increasing Government＇s scientific and technological financial input, establishing scientific and technological investment incentives and protection mechanisms and other measures, we can further enhance the level of scientific and technological progress in Anhui and narrow the gap with Jiangsu, Zhejiang or Shanghai.
