摘要
本文在明晰资助内涵的基础上,提出了基于过程和结果的面上项目资助框架,选取了1986—2008年国家自然科学基金委信息科学部面上项目作为分析对象,通过分析定性与定量的历史数据,结合向信息科学部面上项目负责人发放调查问卷获取的信息,从资助过程和结果两个方面分析其资助绩效状况以及存在的问题,并以此为依据提出了面上项目资助绩效改进的相关建议。
Based on the clear meaning of funded, this paper proposes the process and project framework of general program funded, and selected general programs of department of information from 1986 to 2008 as samples. This paper analyzes the qualitative and quantitative data, combined with the relevant survey information from the general program leaders questionnaires. This paper analyzes the status of funded performance and problems from the two aspects of funded process and result, and proposes the relevant recom- mendations for improving the funded performance of general program.
