摘要
2007年4月1日《国家自然科学基金条例》(以下简称《条例》)正式颁布实施。文章在解读《条例》实施背景的基础上,论述了作为连接国家自然科学基金委员会和项目负责人(申请人、评审人)的项目依托单位,在《条例》实施后,如何做好其管理监督角色及服务角色的定位;同时,分析了相关依托单位在实际工作中,怎样把握诸如材料真实性的审核、原始实验数据记录及保存、防范和处理科学不端行为、制定或修订相关管理制度等方面工作的重点和难点。
Regulations on the National Natural Science Funds was issued and implemented formally on April 1, 2007. Implementation background of Regulations on the National Natural Science Funds was introduced in the paper. Severing as the bridge and tie for the National Natural Science Foundation of China and project leader or applicant, how to do well the role of supervision and service of program support organization after implementing the regulations was discussed. Meanwhile, how to audit authenticity of materials, record and preserve original experimental data, prevent and treat academic dishonorable behavior, make or revise the related management system for support organization in practical work was analyzed.
