摘要
当前,旅行社行业的恶性竞争,已成为严重影响旅游业健康发展的重要原因,其最直观表现是旅游市场上的价格混乱。尽管政府也采取了诸多规制措施,但旅游市场的这种混乱局面仍没得到有效遏制。基于此,运用经济学相关理论及模型,从政府规制作用视角,探求这一悖论存在的根源——政府寻租行为及其在旅游市场中畸形的利益博弈。在此基础上,得出了在现行经济社会体制下政府规制并不一定是对市场失灵最有效反应的基本结论。
Nowadays, the travel agency industry＇s malignant competition has become one of the important reasons which seri- ously affects the tourism＇s healthy development, and its direct reflection is the chaotic price in tourism market. Although, the government has adopted many regulation measures, but the tourism market＇s orderless situation is still not to be contained effec- tively. Therefore, the article applied the related theories and models in economics to try to seek the real reason of this paradox by the angle of regulation function of the government. The results show that the government＇s behavior of rent-seeking and the abnormal interest game in the tourism market are deep reasons of travel agency＇s malignant competition. According to these, the paper draws the basic conclusion that the government regulation could not be a most effective response to travel agency＇s market failure under the current economic-social system.
