摘要
科技成果转化是科学技术和经济、社会发展关系中的重要桥梁,是科技创新成果与社会经济活动的结合点。如何扭转高校科技成果转化率低的局面,创新地促进高校科技成果向现实生产力转化,通过对国内外高校的科技成果转化机制加以研究整理、演绎归纳,对阻碍我国高校科技成果转化的影响因素进行剖析,建立起适应高校、企业、政府三位一体的科技经济宏观调控体系和科技管理体制,构建以企业为主体的产学研科学技术创新体系。同时有效利用产学研相结合的科技成果转化与产业化模式,优化成果转化内部环境,探索新的运行机制。
The transformation of scientific and technological achievements is the bridge between the development of science and technology and the development of the economy and the society, and is the joint-point of scientific and technological innovations and socio-economic activities. However, how to improve the low rate of the transformation and promote the transformation into practical productive forces is an outstanding issue today. This paper attempts to study, deduce, generalize, and systemize the mechanism of transformation of scientific and technological achievements in universities at home and abroad, to analyze the factors leading to impediment to the transformation of scientific and technological achievements, to put forward possible effective measures and ultimately establish the mechanism which is adaptive to the scientific and technological innovation.
