摘要
今年我省遭受了百年不遇的特大洪涝灾害，其致灾因素是多方面的，既有自然因素，更有人为原因。为了我省农业及经济的早日恢复、重建和持续、稳定发展，作者提出了救灾、防灾和强化灾害意识的具体有效措施；同时，从着眼长远和未来出发，作者还要求加强全省灾害（尤其是农业灾害）的科学研究，以造福子孙后代。全文对指导当前及今后我省的救灾、抗灾、防灾具有重要参考价值。
In 1998, the special heavy flood-waterlogging disaster had been occurred in Jiangxi Province. The causes of the disaster is not only natural factors, but also artificial factors. In order to promote to restore the agriculture and economy development in Jiangxi Province as soon as possible, the authors propose the countermeasures of flood-waterlogging hazard prevention and disaster reduction. In the meantime, the authors do put forward the main content of scientific research about flood-waterlogging in Jiangxi Province in this paper.
