摘要
随着我国农村经济的发展和人口老龄化程度的加剧,农村社会养老问题逐渐凸显,而关于政府在其中的责任定位问题,当前学界有政府主导和政府、市场、企业、个人共同承担两种看法;在今后农村养老模式的选择上,有普惠制和自我养老和家庭养老相结合、辅之以社会支持,以及分群体特征进行制度设计三种模式。而要将研究进一步引向深入,最为根本的就是深入社会,加强实证研究,从农民的实际需求出发确立政府在农村养老保障中的有限责任。
With the economic development of the rural economy and the increasing aging problem, the endow ment for the old has become a serious problem. However, views on governments responsibility in this regard have been divided. There have been three suggestions the future mode for insurance for the old： the universal coverage of the social insurance, the combination of self, family and social support, and differed measures for different groups. The author agues that government policies should be based on empirical studies of the rural old＇s needs.
