摘要
科学合理的城市规划是指导城市建设的前提和依据,南宁市历次城市总体规划的修编在当时的环境下均能较好地指导城市建设,但在编制及执行过程中表现的地理信息基础薄弱、经费投入不足、规划前瞻性及长远性不够等问题仍比较突出;公众参与度不够、法律依据不足及管理模式尚处在摸索阶段等问题仍客观存在.通过分析现行编制体系和规划执行过程中的主要问题及产生的原因,结合工作实际提出加强城市规划编制实施的若干建议.
It is known that scientific city planning is the basis and precondition for directing city constrcution. Nanning has, for several times, undertaken establishment revisions which exerted positive influence upon city construction despite its weak foundation of GIS, inadequate investment, a lack of planning prospectiveness, fewer public attendance and insufficient legal basis in its implementation, plus its initial management mode. By analyzing the present establishment system and the cause of the problems, combined with our practical experience, we put forth some suggestions to reinforce the implementation of urban plannign establishment.
