摘要
县域经济具有地域性、特色性、不平衡性、综合性、层次性、农村性、过渡性和模式多元化等特征。农村的土地、劳动力、资金等县域资源的现状导致了整合的必要性。县域范围的农村,其民族特征、文化传统、集体资产、管理模式等都十分相近,因而实现县域农村资源的整合又具有现实可能性。县域农村资源的整合有利于优化农村资源配置,带来规模经济效益;有利于增强村级综合实力,加快农村经济发展;有利于降低管理成本,减轻农民负担;有利于实现"先富"带"后富"的战略目标。
County economy presents the characters of the region, characteristics, imbalance, integrity, level-oriented, rural, transitional patterns and diversification. The status of the county resources, such as rural land, labor, capital, leads to the need for integration. County-wide rural areas are very similar in national identity, cultural traditions, collective assets, management mode and so on, thus there is a realistic possibility to achieve the integration of the county rural resources. County-level integration of resources in rural areas is conducive to optimizing the allocation of resources in rural areas, bringing rural scale economies benefit, and it enhances the comprehensive strength of village-level to speed up rural economic development, while it helps to reduce management costs, reducing the burden on peasants as well as achieving the strategic goal of ＂rich to help the less rich＂.
