制约我国普通高中教育可持续发展因素的新制度经济学分析 被引量:2

New Institutional Economics Analysis on the Restrictive Factors in the Sustainable Development of Chinese Senior High School Education

摘要 当前制约我国普通高中教育可持续发展的直接因素是地方政府与普通高中学校对自身利益最大化的固守。破解这一矛盾的思路是:加强教育法制建设,明确地方政府的法定职责,为我国普通高中教育可持续发展提供可靠的制度化保障;坚持行政伦理教育,提高政府行政人以人为本、执政为民的内在自觉性;打破地方政府与普通高中学校之间的利益同盟,建立并完善家庭(学生)教育利益表达机制,降低家庭(学生)维护其教育权益的制度成本。 The direct factor which restricts the sustainable development of Chinese senior high school education is that local governments and senior high schools try to keep their own interests by all means. The solving thoughts should be the following:the first is to strengthen the educational legal system and clear the legal duty of the local governments,so as to provide reliable system guarantee for the sustainable development of Chinese senior high school education;the second, strengthen ad- ministrative ethics education,and improve the governments' consciousness about humanism and government for the people; the last is that the interest group between local governments and senior high schools should be broken, and the expression mechanism of education benefits for families (students) should be perfected to reduce their cost of maintaining education benefits.
