摘要
通过多种途径实现医疗保障制度的全民覆盖是新医改的重要目标。在我国城乡一体化发展、户籍制度改革等社会趋势基础上,提出了实行全民覆盖基本医疗保险的思路,并从社会、政治和经济等方面论证了其必要性。采用粗估法测算了筹资额度,对政府、个人、社会三方的筹资能力进行了简单分析,探讨三方承担不同比例的可行性,在此基础上提出了加强相关制度研究和路径分析研究、加强政府和社会筹资力度等建议。
＂Covering all people by several medical insurance systems＂ is the goal of new health reform in China. This paper first analyzes the social trends of urban-rural integration development and household registry reform, then brings up the thought of the true universal basic health insurance and discusses the necessity from the viewpoint of social, politics and economics. This paper probes into financing capacity of the government, the individuals and the society after calculating the financing amount for universal coverage health security system with rough estimation method, and then discusses the feasibility of different plans for sharing the financing among government, individuals and society. It also brings forward that the research on scheme construction and pathway analysis should be strengthened and that the financing proportion of government and society should be enhanced.
