摘要
公民参与是社区治理应当重视和吸纳的关键性要素。目前我国社区治理中的公民参与存在总体参与率较低、参与不平衡,非政治性参与为主要内容,参与形式单一、渠道不畅等不足。为了优化社区治理、促进社区和谐和人的现代化的目标,应通过注重内容和形式、提升参与效能感、完善制度化环境和科学定位社区组织的角色等途径,有效促进公民社区参与,推动社区"内生型"发展。
Citizen participation is the crucial factor which should be taken seriously and absorbed in the community governance.Citizen participation in China＇s community governance is marked by its low overall participation rate,unbalanced participation,non-political participation as its primary coverage,simplistic participation form,impeded channel and so on.To optimize the community governance,build a harmonious community and advance the modernization of human being,we should pay great attention to the content and the form of citizen participation,promote the participation potency,consummate the institutional environment and grow community organizations with scientific orientation.Through the above-mentioned ways the citizen participation will be progressed effectively and the self-development of community will be promoted.
