公民参与和社区和谐:理念、变迁和制度化的趋势 被引量：13

摘要 公民参与的理念表达了这样一组行为方式,即城市市民广泛地自下而上地参与各种公共事务。它凸显了参与活动的个体能动性和自下而上的层面。社区公民参与和调动社区居民参与的积极性是当代中国社区生活的基石,其实现有利于社区体制创新和一大批有理想并具有权责意识的现代公民。
