摘要
以淮北市为例,探讨了资源枯竭型城市可持续发展能力建设与转型发展的关系,认为资源枯竭型城市能否通过经济结构转型实现可持续发展,与现有的发展状态和依托条件有关,但关键在于从依赖狭义的资源资本发展转向广义的资源资本发展,全面提高可持续发展能力。
Taking the city of Huaibei as an example of resource--exhausting cities, this paper discusses the relationship between the capacity building of sustainable development of such city and the economic transformation based development of the resource--exhausting city. Ac- cording to this paper, wether a resource--exhausting city can reach its goal of sustainable devel- opment via transformation of economic structure relies on its current development status and eco- nomic structure. However, the crux is to shift from its originally narrow--sense resource capital based development to a broad--sense resource capital based development in the future so that its overall sustainable development capacity can improve.
