摘要
作为维护公众利益、优化土地规划方案的手段,公众参与土地利用规划越来越深受关注和重视。鉴于目前土地利用规划中公众参与不平衡、利益表达渠道不畅的现状,文章从公众利益表达的培训机制和实现机制两方面架构了土地利用规划公众利益表达机制,最后指出要完善土地利用规划公众参与机制还需要规划的回应机制及公众参与的组织机制和激励机制的同步配套。
Public participation in land use planning is more and more paid attention to as a method which could be used to maintain public benefit and optimize land-use planning. In view of the fact that, in the present land-use planning, public participation is not balanced, and the channel of expressing benefit is not smooth, this paper establishes the expression mechanism of public interest from two aspects. One is the public benefit expression training mechanism; the other is the achieved mechanism. Finally, the article points out that it needs the public participation response mechanism, organization mechanism and incentives mechanism to improve and perfect the public participation system.
