摘要
以离岸软件外包中城市的承接能力为研究对象,在深入研究现有文献的基础上,首先分析离岸软件外包内涵;接着从承接城市的产业竞争力、人力资源竞争力、基础环境竞争力三个方面选取30个定量和定性相结合的指标,构建离岸软件外包中城市承接能力的综合评价指标体系;借助基于加权主成分的TOPSIS价值函数模型对南京、无锡、苏州、常州四个城市承接离岸软件外包的能力进行评价,最后根据评价结果提出提升江苏四城市承接离岸软件外包能力的建议和对策。
Based on the study of existing literature, and taking city＇s undertake capability of offshore software out-sourcing as its research object, this paper analyzes the meaning of offshore software outsourcing. For setting up a comprehensive evaluation system, 30 quantitative and qualitative indexes are selected from three aspects of a undertake city, including industrial competitiveness, competitiveness of human resources and basic environment. This paper evaluates the undertake capability of offshore software outsourcing of Nanking, Wuxi, Suzhou and Changzhou by weighted principal component TOPSIS value function model. And on the basis of evaluation results, some important suggestions and strategies are presented on upgrading cities undertake capability of offshore software outsourcing.
