摘要
随着金融危机的爆发,卫生费用的不断攀升和个人、企业、政府支付能力恶化使美国卫生体系受到极大挑战。2009年美国奥巴马政府掀起了全国上下的卫生改革大讨论,将卫生改革由道德必要性上升到经济复苏的财务必要性高度上。本文论述了奥巴马政府卫生改革的必要性,介绍了奥巴马政府卫生改革的紧迫性、参与者达成基本共识、方案灵活和现实等特征,以及在改革中倍受关注的政府与市场争论、预设临终关怀计划及降低老人健康照顾费用增长率等焦点问题。
At a time of economic crisis, with the escalating cost of health care, the families, the businesses and U. S governments are all facing the greatest threat to their fiscal health. Obama administration launched national health reform forum on March 2009. Health care reform is no longer just a moral imperative, it is a fiscal imperative. This article analyzes the imperatives, the features, the barriers and arguing issues in Obama＇s health care reform. Other relative issues are discussed as well in this article, such as the relationship between the government and the market, the hospice plan, and cost containment of Medicare, etc.
