摘要
问责制度是美国高等教育保证其教育质量的重要手段。美国高等教育通过采用履行问责制度的方法来有效回应高等教育利益相关方的责任诉求,同时也顺应了高校自身生存与发展的内在需要。高等教育的内部问责制度是问责制度的一个方面,通过内部问责制度使高校对自身有较清晰的认识,根据学校的实际情况,制定评估方案和政策,促进学校管理工作的改善,促进高校的学习与改革,体现评估和审查的改进功能。加州大学伯克利分校是美国最好的公立大学之一,该大学内部问责制度的实施具有一定的代表性,通过对该大学内部问责制度的内容、实施等进行分析,可以对其内部问责制度有较深入的了解,进而对美国高等教育内部问责制度在高校的具体实施有初步的认识。
The accountability system is an important measure of American higher education for guaranteeing its education quality. American higher education uses the accountability system to appease the need of the external interest persons and the meet the university's internal needs of survival and development. Internal accountability is one hand of higher education accountability, and through the internal accountability, higher education institutions may have clear understanding about themselves, make assessment schemes and policies according to their practical situation, and promote their management, learning and reform so as to show the promotion function of assessment and examination. University of California Berkeley is one of the best public universities of America. The execution of its internal accountability has an important representative. Through the study of the content and execution of its internal accountability, we can have a particular probe into it, and also we can have an understanding of the concrete execution of the internal accountability of the university in American higher education.
