摘要
数字鸿沟其实是经济鸿沟的产物,经济注重效率,经济的失衡产生了数字鸿沟,政府保证公平,因此消除数字鸿沟的重任必须由政府来完成。政府在制定消除数字鸿沟的政策时,要注重维护公平,但也要考虑效率。
The digital gap is the economical gap product actually. The economy pays great attention to the efficiency. Unbalanced economy causes the digital gap. The government should guarantee fairness. Therefore the heavy responsibility to eliminate the digital gap should be borne by the government. When the government formulates policy to eliminate the digital gap, the fairness must be paid attention to, and the efficiency must be considered at the same time.
