摘要
从哲学、政治学、社会学、伦理学和经济学5个不同学科的视野探讨图书馆全民服务的公平与效率问题,阐述并总结知识自由获取、图书馆公共服务体系、普遍均等服务等一系列热点问题的相互关系,提出图书馆服务全民共享的政府责任强化、普遍均等的基本图书馆服务发展阶段划分、不同图书馆在全民共享服务中的分化定位等系列观点,描述新时期全民共享图书馆服务的发展思路与和谐愿景。
From the perspectives of philosophy, political science, sociology, ethics and economics, this article discusses the issues of fairness and efficiency of library nationwide service, expounding and summing up the mutual relations of some hot topics, such as free access to knowledge, library public service system, universal and equal services. In addition, this article proposes a series of views of strengthening the governmental responsibility for nationwide sharing of library services, universal - and - equal - service oriented stage segmentation of library service development, differentiations of different kinds of library in nationwide service sharing and describes the development and harmonious vision of nationwide sharing of library services in the new era.
