摘要
环境标准不仅具有自然属性,亦具有一定社会属性,这主要体现在环境标准所具有的独特法律性质。文章从规则结构、法律效力以及价值理念等角度,对环境标准的内在法律性质作一简要的阐释。
Environment standard not only possesses natural attribute, but also possesses social attribute, which mainly embody specific legal nature of environment standard. Regular structure, legal binding force, value concept are the main aspects of the inner legal nature of environment standard being briefly explained.
