摘要
配套制度改革是我国公共体育场馆管理体制改革的重要内容。在分析我国公共体育场馆配套制度改革的必要性与现状的基础上,梳理、归纳了科技、文化领域事业单位配套制度改革的成功经验及其启示,并就公共体育场馆配套制度改革的主要内容进行了深入分析,提出中央统一组织部署,科学制定改革方案、出台公共体育场馆配套制度改革实施细则,规范配套制度改革实践、制定专项政策予以支持等推进公共体育场馆配套制度改革的建议。
Supporting system reform is an important content of the management system reform of China s public sports facilities. On the basis of analysing the necessity and the status quo of China s sports facilities supporting system reform,the paper summarizes the successful experience and revelation of the supporting system reforms in the fields of culture and science ＆amp; technology. It further discusses the main contents of the supporting system reform of the public sports facilities. It suggests that the central government should formulate scientifically a reform plan, issue the implementation rules, standardize the reform practice and stipulate the specific policies so as to improve the supporting system reform of the public sports facilities.
