摘要
研究目的:构建适合中国大西南地区水电建设征地补偿的技术路线。研究方法:确立"公平补偿"的标准,从保证移民福利水平不降低出发,进行移民搬迁前后的现金流分析,构造新的补偿函数,并借助资产评估的方法测算征地补偿费。研究结果:(1)《大中型水利水电工程建设征地补偿和移民安置条例》中沿用的"产值倍数法"不适应中国大西南水电开发中的实际情况;(2)收益法测算的征地补偿费不足以弥补农业安置方式中的耕地开发成本。研究结论:(1)补偿费用中应包含新耕地开发成本;(2)依据成本法和收益法结合重构的征地补偿函数,提高了征地补偿测算的科学性和合理性。
The purpose of this paper is to construct a feasible technical guideline of land expropriation for hydroelectric construction in Southwest China. Methods employed include the cash flow analysis in terms of pre and post the migration respectively, construction of the new compensation functions, as well as calculation of the land expropriation compensation through assets appraisal, which are all under the establishment of ＂fair compensation＂ standard and the principle of keeping the welfare level of immigrants at a certain degree. The results indicated that： （1）the method of ＂output value multiple＂ which were defined and continuously used afterwards by Regulations on Land Requisition Compensation and Resettlement for Construction of Large and Medium-sized Water Conservancy and Hydropower Projects is not feasible to the actual situation of hydroelectric development in Southwest China; （2）the land expropriation compensation calculated with profit method can not make up the additional farmland development cost in agricultural resettlement mode. It is concluded that： （1）the compensation should contain the new farmland reclamation costs;（ 2）the land expropriation compensation functions established according to the cost method and profit method can enhance the scientific and rational calculation of land expropriation compensation.
