摘要
针对当前中国跨流域调水工程建设进入一个高峰期,分析了跨流域调水与经济社会发展的关系,阐述了对中国水资源进行配置的重要意义.根据可持续发展的要求,从环境与生态、水资源开发利用、调水工程效益3个方面分析了可能产生的影响,论述了解决不利影响的几个基本问题和重点问题.指出要使跨流域调水工程效益最大化,负作用最小化,以水资源跨流域调水的可持续利用保障经济社会的可持续发展.
This study analyze the relationship between inter-basin water transfer and development of economy and society after inter-basin water transfer. The significance of water resources-allocation is discussed. Probable effects of water transfer are described in regards to environment and ecology, utilization of water resource, and its benefits. Solutions for adverse effect and key problems are also considered according to demand of sustainable development. Data indicates that sustainable development of economy and society should be guaranteed by sustainable utilization of water resource, to maximize project benefit and minimize adverse effect from inter-basin water transfer.
