摘要
地区间教育发展差异问题是中国教育发展面临的重大问题之一。教育转移支付制度是政府解决地区间教育发展差异问题的主要政策手段。指出中国现行的教育转移支付制度由于照顾了原有的利益格局， 起不到缩小地区间教育发展差异的政策作用。在分析中国现行教育转移支付制度的基础上，借鉴日美教育转移支付制度与拨款模式经验，构建新的中国教育转移支付制度与拨款模式。
The disparity of educational development among provinces is one of the important problems in China's educational development Educational transfer payment is the basic policy that the government solves this kind of problem China's present educational transfer payment can not narrow the gap because it maintaines the existing benefit structure This article analyzes the problem of China's present educational transfer payment and the successful experience of Japan and America in educational transfer payment and its mode of allocation Then it sets out a new educational transfer payment system and analyzes empirically the new allocation mode with the data in 1997
