摘要
在理论和政策命题上,中国的国际问题研究面临着双重困境:一方面,中国国际关系理论化工作尚未完成,国际关系理论研究处于"贫困"状态;同时,中国国际关系学界又面临着沃尔特、奈等提出的"回归政策"命题的挑战。超越这一双重困境的可能路径包括:区分政策导向型的"政策相关性"理论及知识导向型的"非政策相关性"理论,提倡实证导向的研究,提高政策研究的知识性和学术性,复兴、重建历史在国际关系(理论)研究中的地位,以及注重对未来决策者的培养。
The Chinese study of International issues faces a dual dilemma in the proposition of theory and policy.First,the formation of theory in Chinese studies of International Relations is still incomplete.Second,Chinese IR scholars also face what Stephen M.Walt,Joseph S.Nye,Jr.,and others call the challenge of 'returning to policy'.Ways to overcome these challenges include:promotion of empirical research;improvement of the intellectual and academic quality of policy study;revival and reconstruction of history's status in International Relations Theory;and focus on the nurturing of future decision-makers.
