摘要
正确和有效的公路桥梁维修和保养可保持其在使用期内能正常工作,保证行车及使用者的安全,因而维修和保养工作非常重要,这都是政府向公众提供的服务,通常是由政府经过公开招标,选择最合适的承建商来承包实际工作。近年香港特区政府路政署引入公私伙伴关系(Public Private Partnership,即PPP)协议于公路及桥梁维修和保养工程合约,改变传统的监管模式,把过去政府和承建商(甲方—公共部门和乙方—私人部门)的面对面关系,改变为共同站在一方,以共同面对工程项目为目标,争取最大利益,因而公共部门和私人部门为提供公共服务而建立长期合作伙伴关系,发挥各自的优势,共同分担风险,分享收益,不但可获得可持续性的益处,还可提高公共服务的效率并降低成本。
Proper and effective maintenance for highways including bridges is an important factor to ensure their performance in the best manner, the safety of the users and to meet their design life. Traditionally the Government will provide the service to the public by open tender for selecting the most appropriate maintenance contractors. However, the process is time consuming and requires lot of resources both from the public and private sectors. Recently, the Highways Department of HKSAR has adopted the PPP （Public Private Partnership） approach which drastically simplifies the maintenance process resulting great reduction in the requirement of resources, improvement in the cost effectiveness and better service to the general public.
