摘要
中央与地方关系植根于一个国家的社会体制之中,是国家结构中的最基本关系之一,它不仅直接体现中国共产党的执政能力,而且影响到国家的统一、经济的发展和社会的稳定。因此,回顾新中国成立60年来中央与地方的关系,探索我们党在处理中央与地方关系中的行为范式,对推动我国行政体制进一步改革有着重要的意义。
The relation between the central and local governments, a fundamental relation in a state structure rooted in the social system of a state, not just directly embodies the governing ca- pacity of the CPC, but affects state unification, economic development and social stability, a review of which in the 60 years since the foundation of New China is of great significance to explore the models of the CPC dealing with the relation and promote further reform in China＇s administration system.
