摘要
论述了可持续发展与我国国有林区建设的辨证关系，认为可持续发展是我国国有林区建设唯一正确的选择，同时提出了建设国有林区的对策：①按分类经营的方针统筹规划，实现两个转变；②实施两高一优林业，是国有林区实现可持续发展的必由之路；③半开山门，严格控制农业人口进入，解决林地承受人口、从业人员问题；④引进技术和资金，扩大林业概念；⑤实施科教兴林方针，构建产、学、研联合体；⑥保持可持续发展政策的连续性和稳定性；⑦实现国有林区林业企业的集团化。
Abstract This paper deals with the relationship between the sustainable development and construction of the state-owned forests in China and insists that the sole and correct determination for the construction of the state forest regions in China is sustainable development.The strategies to be adopted include:(1)Whole planning is made under the policy of the classified forest management to realize two trasformations;(2)The sustained development of the state forests can only be reached by means of socalled“two high and one optimum”forestry;(3)To control the pressure of population and employment in the forest regions,the door should be halfway opened to the access of agricultural population;(4)The concept of forestry can be broadened through introducing technology and investment;(5)United organizations can be constructed of industry,education and research to practice the policy of developing forestry through science and education;(6)The continuation and stability of the sustainable development policy should be kept;(7)Forestry enterprises within the state forests must be organized into groups.
