摘要
运用现代经济学的外部经济理论探讨形成森林资源，尤其是生态林资源在完全市场条件下供需失衡的理论根源．进而分别讨论林业经济外部性解决的两种政府行为─—税收补贴制度和公共产品制度设计中的若干理论问题，为林业政策的制定进行有益的经济学探索．
In this article,the theoretical basis,which causes the loss of balance in supply anddemand of forest resources,especially ecological forest resources under complete market situa-tions,is studied using the external economical theory of modern economics,Then it discusses twokinds of government actions solved through the external effects of forestry economy,and theoreti-cal questions in the design of tax revenue subsidy policy and public products policy respectively.All these are beneficial to the making of forestry policies.
