摘要
区域公共物品供给日益成为制约城市群协调发展的瓶颈。本文结合区域公共物品的基本内涵及特性,在分析其主体的基础上探讨供给过程中政府合作机制建立的现实需求。供给过程中政府间合作机制的不足及缺失是导致区域公共物品供给不足与过量并存的主要因素。在此基础上,进一步梳理城市群现有政府间合作机制类型。最终建议从获取宏观政策的支持、建立区域协调机构、区域垂直合作机制与横向合作机制与改进政府绩效考核体系等方面来完善政府间合作机制,实现区域公共物品的有效供给。
The provision of regional public goods is becoming a barrier to the coordinate development of the urban agglomeration. In this paper, it began with the analysis about the characteristics of the regional public goods.The most important factor which leads the insufficient or excessive of the provision of regional public goods is the shortage of the mechanism of intergovernmental cooperation in the urban agglomerations. In the base of the analysis, we continue to discuss the type of the mechanism of intergovernmental cooperation and try to find the problems of which restrict the cooperation between the local governments. At last, in order to supply the provision of regional public goods sufficiently, it is necessary to improve the mechanism of intergovernmental cooperation from four dimensions： the support from the country, the establishment of regional coordinating bodies and the construction of the vertical and horizontal cooperation mechanisms, and improve the system of the evaluation of the local government performance. Only in this way, the provision of the regional public goods can be realized sufficiently.
