摘要
本文在现有生态效率评价的基础上,界定了钢铁产业循环经济效率评价的内涵。将污染物排放量作为一种非期望投入引入数据包络分析(DEA)模型中,并利用该方法和Malmquist生产力指数对我国钢铁产业中47家钢铁企业2003-2006年循环经济效率进行了动态的总体分析和评价。研究结果表明:我国钢铁产业循环经济效率总体上并不高,但呈现波动上升的趋势;影响我国钢铁产业循环经济效率提高的主要因素在于纯循环经济技术效率,只有技术创新,提高行业技术水平才能真正提高我国钢铁产业循环经济效率。
Based on the current eco-efficiency evaluation methodologies, this paper defines the connotation of evaluating circular economy efficiency in iron and steel industry, and extends the data envelopment analysis (DEA) model by taking pollution discharge as an undesirable input, which is applied in the circular economy efficiency evaluation of 47 iron and steel in- dustry in China during 2003 to 2006 as well as the Malmquist productivity index. The result shows that: the circular economy efficiency of iron and steel industry in China on the whole is not high, but has a fluctuated upward trend; the main factor that affects the enhancing of circular economy efficiency of iron and steel industry in China is the pure technical efficiency. This implicates that the circular economy efficiency of iron and steel industry in China can be increased by improving the technological level of industries and technological innovation.
