摘要
目的通过调查东西部两个项目县的县级计划生育服务机构的各项成本以及计划生育服务的效果,计算成本效果比值,为计划生育服务机构的发展提供借鉴.方法收集市、县两级计划生育机构有关计划生育服务的相关数据,并运用文献回顾、现有资料收集及个人深入访谈等方法了解机构的相关情况.结果(1)国家投入是计划生育经费的主要来源;(2)东部项目县的知情选择成本效果比值为6.87,西部县则为34.98.结论结合型模式比单一型模式更加有效,应提高对计划生育机构相关资源的有效利用,加强资源整合,从而为计划生育工作的长期、稳定发展提供借鉴.
Objective To describe and compare the costs of family planning services in two different service delivery patterns, and to find the connection in different parts and the total costs. Methods We used the literature review, existing data review and in-depth interview to collect the data on two service delivery patterns. Results （1） Government invest ment was the major resourde of family planning fund. （2） Odd of cost-effectiveness in east county was 6.87, and that in west county was 34.98. Conclusion The integrated pattern is more effective than separated pattern. We should improve the utilization and intetgration of FP resources to provide reference for the continuous and stable development of family planning work.
