摘要
国家鼓励高校毕业生到农村支教的目的是弥补农村教师资源短缺,改善农村教师结构和素质,促进农村教育发展。本文指出该政策在执行过程中存在着紧缺学科师资依然严重短缺、利益相关者间存在博弈、相关配套政策不到位导致与支教生服务期满后的去向问题难以确定等问题,并建议要改进遴选办法、创建"选择性激励制度"和重视完善支教生就业工作等相关配套政策。
The aim of "encouraging excellent college graduates to be volunteer teachers in rural area" is to make up for the shortage of rural teachers, to improve the structure of rural teachers, to promote their quality and to accelerate the development of rural education. By an economic analysis of this policy, the paper points out that there may be problems during the process of policy implementation and puts forward some suggestions such as improving the selection method, building "selective incentive system", and perfecting supporting policies, etc.
