摘要
从国际形势和国内形势分析，制定和实施面向２１世纪企业专利发展战略，具有重要的现实意义和深远的历史意义．从全球经济、市场经济、知识经济的战略高度来认识，实施面向２１世纪专利发展战略同样是企业生存和发展的必然选择．提出了若干对策和设想，包括完善企业专利管理体制，制定企业专利发展规划，运用专利覆盖战略，加速开发进程，适时申请国外专利，利用专利诉讼法律手段等．
y analysing the national and international economic situations,it is of great significance to make and carry out the patent strategies of the 21st century.It is also inexorable for the survival and development of an enterprise to make the patent strategies to the 21st century under close analysis of the international economic development,strategies of market economy and the interllectual economy.Some patent strategies were presented such as the improving the management system of the enterprise patent, planning the enterprise patent development strategy,enhancing the timely application for foreign patent and the use of patent lawsuit by using patent covering strategies.
