摘要
针对国家图书馆实行免费开放所引起的广泛关注,阐述了公共图书馆的性质、职能和公益性原则,指出实行免费服务是公共图书馆发展的趋势,提出了衡量图书馆成功与否的标准。
In the light of the focus on the free access of the National Library, this paper expounds the nature, functions and pubic warfare principle of the public library, points out that implementing the free service is the development trend of the public library, and advances some standards for measuring the success of the library.
