广东省县级健康教育机构评价指标体系研究 被引量:3

摘要 目的建立广东省县级健康教育机构的评价体系。方法采用Delphi专家咨询法进行指标筛选,选择社会医学、健康教育等相关领域专家32人进行咨询。结果两次咨询表回收率分别为90.63%和81.25%,专家权威系数为0.861。经过指标筛选,广东省县级健康教育机构评价指标体系包括5项一级指标和32项二级指标。一级指标中"组织管理"的权重最大,为0.207,其他依次是"运行保障"0.204,"队伍建设"0.204,"业务开展"0.198,"绩效评价"0.188。二级指标中,"经费投入"、"专用工作场所"总权重最大,分别为0.057和0.053,"健康教育基地"、"宣传阵地"和"基层指导"总权重较小,分别为0.017、0.019和0.019。结论专家积极可靠,指标筛选过程比较规范合理,指标比较全面、可靠、操作性强,可用于实践进一步检验与完善。 Objective To establish an evaluation indicator system of health education institutes of county level in Guangdong Province. Methods Delphi method was used to screen the indicators, and 32 experts from social medicine and health education areas were invited in the consultation. Results The response rates of the two round consultation were 90. 63% and 81.25%, respectively, and the authority coefficient was 0. 861. 5 indicators of first level and 32 indicators of second level were selected. Among the indicators of first level, organization and management had the highest weight (0. 207), followed by operation supply (0. 204), workforce building (0. 204), activity implementation (0. 198 ), and outcome evaluation (0. 188). Among the indicators of second level, funding and exclusive facilities had higher weights (0. 057 and 0. 053, respectively), and health education base, publicization site, and supervision providing had lower weights (0. 017, 0. 019 and 0. 019, respectively). Conclusion The experts were active and professional, and the process of indicator system establishment was normative and reasonable. Therefore, the indicator system was comprehensive, reliable and exercisable, and could be tested and improved in the practice.
