摘要
提高基金项目申报质量和命中率是科研人员和科研管理部门共同关心的问题．本文用层次法分析如何提高基金项目申报的命中率．通过建立影响基金项目申报命中率的各因素之间的递阶层次结构和构造成对比较矩阵，用层次分析法定量地给出了各因素对提高基金项目申报命中率的重要性及其先后次序，为基金项目的科学管理提供了理论依据．
How to increase the percentage of hits in the application for the funding of research items is a matter of great interest to both the scientific research personnel and the management staff. This paper discusses how to achieve successes in the application for research funding by means of the Analytic Hierarchy Process (AHP). Based on the hierarchical successive step structure and the construction of the pair comparison matrix, the AHP gives out quantitatively the importance and composite priorities of the factors affecting the percentage of hits in such applications. Thus, the paper provides a theoretical basis for the scientific management of research funding.
